In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add 1 pound of ground beef and cook until browned, breaking it apart with a spatula, about 5-7 minutes.
Stir in 1 teaspoon of garlic powder, 1 teaspoon of onion powder, and 1 teaspoon of smoked paprika, cooking for an additional 2 minutes until fragrant.
Remove the skillet from heat and let the beef mixture cool slightly. In a mixing bowl, combine 1 cup of corn kernels, 1 cup of shredded cheddar cheese, and 1/4 cup of chopped fresh cilantro.
Add the cooled ground beef mixture to the bowl and mix until well combined. In a separate bowl, whisk together 1 cup of all-purpose flour, 1 teaspoon of baking powder, and 1/2 teaspoon of salt.
Gradually add the dry ingredients to the beef and corn mixture, stirring until just combined. Heat 1/4 cup of vegetable oil in a large frying pan over medium heat.
