In a large skillet, heat 1 tablespoon of olive oil over medium heat. Add 1 pound of ground beef and cook until browned, breaking it apart with a spatula, about 5-7 minutes.
Stir in 1 teaspoon of garlic powder, 1 teaspoon of onion powder, 1 teaspoon of smoked paprika, and 1/2 teaspoon of salt, mixing well to combine.
Add 1 cup of diced bell peppers and 1 cup of corn to the skillet, cooking for an additional 3-4 minutes until the veggies are tender.
Pour in 1/2 cup of salsa and stir until everything is well coated and heated through, about 2 minutes.
Remove the skillet from heat and sprinkle 2 cups of shredded cheddar cheese evenly over the beef and veggie mixture.
Place the skillet under the broiler for 2-3 minutes, or until the cheese is bubbly and golden. Meanwhile, arrange 8 ounces of tortilla chips on a large serving platter.
Spoon the cheesy beef and veggie mixture over the chips, ensuring an even distribution. Garnish with fresh cilantro and sliced jalapeños if desired.
Serve immediately with sour cream and guacamole on the side for dipping.
